Tijuana man Alexis Castillo Padilla was recently convicted in California for an elaborate plan to scam trucking companies and cargo brokers. As a part of a plan known as "double-brokering," Padilla hijacked the details of a legal interstate hauler based in San Diego County and then posed as a shipper who consented to ship cargo based on that hauler's details.

However, rather than completing the assignment, Padilla re-routed the shipments to different motor carriers, which then shipped the cargo. Padilla collected fees from clients under the guise of a Spring Valley haulier, but failed to pay the haulage firms that in fact carried the shipments. This led to a fraudulent accumulation of profits and losses by the affected parties.

Padilla was ordered to serve on 23 February 2023 to 30 months imprisonment, 36 months supervised discharge, fine of $239,904 and a specific assessed valuation of $400.

Authorities said much of the double broker plan was organized from Tijuana, Mexico. Padilla's arrest and subsequent extradition from Italy to the US on 27 May 2022 demonstrated the determination of law enforcement agencies to bring the participants in such schemes to justice, regardless of where they might try to evade prosecution.

Double brokering is an illegal practice that undermines the integrity of the transport industry. Such criminal activity not only financially harms the parties involved, but can also endanger lives by mishandling cargo. Therefore, it is imperative that the perpetrators of such schemes should be held accountable for their actions. The sentence handed down to Padilla sends a strong message that those who engage in double brokering or other fraudulent activities in the transport industry will face serious consequences.
