According to officials, the truck collided with an Oregon Department of Transportation (ODOT) vehicle, causing it to lose control. The second semi-truck met the same fate as its predecessor, ending up submerged in the Columbia River. Fortunately, both the ODOT car was unoccupied when it was struck, and the driver of the second truck also escaped unscathed.
