A North Portland homeowner expressed dissatisfaction with an organization that provides shelters and items to area homeless residents after a tense standoff ended with a threat to burn down her home.

Vivica Elliott noticed a big new tent set up outside her house on North Going Ct. early Monday afternoon. Given previous camping problems in the area, Elliott found the tent too cramped for comfort and asked the person in it to leave. According to Elliott, the man in the tent responded with a threat by repeating four times, "I will burn your house down."

Elliott called 9-1-1, a police officer eventually arrived but did not make an arrest, and a bureau representative said the officer found no evidence of a crime. Elliott became interested in the origin of the tents and discovered that an organization called People's Housing Project was distributing and installing them in her neighborhood.

Elliott acknowledged that she supported the idea of providing tent and services to the city's homeless. However, she is concerned about how close the tents are to her home and the behavior of some people associated with the camps. She expressed her frustration with the People's Housing Project and how their efforts affect the neighborhood and the well-being of residents.

In an e-mailed application, the People's Housing Project told they were aware of neighbors' frustration with the city's failure to address the housing crisis and acknowledged that not everyone supports their work. Elliott remains concerned about the people associated with the camp and their impact on her property, worrying about discarded needles and trash.
