Portland Police Bureau announced the arrest of Abdikadir M. Osman, a 24-year-old man, in connection with a fatal shooting that took place in 2019. The victim of the shooting was 18-year-old Jackson Panyanouvong, who died as a result of the gunshot wound he sustained during the incident.
A grand jury indicted Osman on March 8 on charges that include first-degree murder, second-degree murder, first-degree robbery, and unlawful use of a weapon. The shooting took place on October 26, 2019, at Northeast Wygant Street and Northeast 109th Avenue, and officers were called to the scene at 12:24 p.m. Upon arrival, they found Panyanouvong with a gunshot wound and immediately transported him to a nearby hospital, where he was later pronounced dead.
Through the course of their investigation, detectives identified Osman as the shooter. The police have not released any further information about the case at this time, but it was disclosed that Osman was already in custody for a previous murder arrest.
The arrest of Osman is an important step towards justice for the victim and his family. Homicides are always a tragedy, and the police department’s diligent efforts in investigating and making an arrest in this case provide some measure of comfort to the community. It is essential that the legal process plays out in a fair and just manner for all parties involved.
